Sorry, I don't know about this, your mom or not. Every thing I can find online shows that Cell phones are NOT allowed to be called BECAUSE you pay for the incoming call no matter what. There's no way that Sprint, Verizon, etc. would willingly let someone else send your phone number a charge. That doesn't make sense.

It sounds more likely that she had a "relationship" with someone on that cell phone number and thats why they called her. (Voting, using that number as a contact when purchasing, etc. can all be "relationships")
