Double posting, but I wanted to add:

Turning in your ranking card after pref means that you AGREED to accept a bid from any of those chapters on your list.

By submitting that list, you also agree to be bound for a year.

If you received a bid after preference, you are bound.

I'm not going to sugar-coat this.

If you knew you wouldn't be willing to accept a bid from that chapter, you should not have listed them on your pref card.

The ONLY way you'd be released from the one-year binding agreement would be if you transferred. Otherwise, you can re-rush next fall, but you'll be a junior at an SEC school, and everyone will know you declined a bid this year - you can give it a shot but I wouldn't hold out a lot of hope.
