So why would we expect further codification to make it work all of the sudden? And if it does work, aren't the results (in terms of money spent and reassignment of law enforcement efforts) at best a wash and at worst a disaster?
so you're telling me it's not a crime to violate the immigration and naturalization act? what's the definition of crime?
