STOP the POP-UPS on my computer

Hootie, I feel your aggravation. I have Cox Broadband (Internet Explorer). When I want to access a website after accessing the home page, I can't do it without Ebay popping up. Also almost every time I access a website pop up materialize their ugly annoying selves. I have a website with Geocities and I can't open up the pages without an ad appearing. I used to have AOL dial up, and that was major pain in the ass with all these pop ups! I never had Earthlink, but I have seen the commercials and the block the nemesis ads, so probably you could switch or search for pop up blockers.
