I am not from South Carolina, but I can give a little insight. Upon grduation from high school, I was the recipient of a scholarship that pays 75% of all of my tuition costs. I was able to use the scholarship at any institution in this state. This scholarship was funded by the state lottery. I can not imagine what I would have done without this scholarship. I know many people who benefited from the state lottery scholarship programs. Just know that when you make your decision, that the scholarship programs that are set up by means of the lottery, help a lot of students (who otherwise may not have been able to afford it) to further their education.
