Virginia's initial order is 350 plates, too. So 350 people must pay up to two years in advance of the plate being produced. I went through the process with another group, and we found getting that many to pay up front is not an easy thing to do.

It took us about 2 years to get there also....even though we included our vehicles in that AND paid the $50 for all 200 tags! It is harder than you think.

At only 200 here and with over 60 employees, hundreds of participant families, us paying the first year $50 fee, it took us 2 years to get it subscribed.`
