If the social chair who was before the crappy one is still there, ask her. Even if a former chair isn't there, other sisters should still be there who know essentially how the office functions.
Do the fraternities have house numbers? Use those. You should be able to get contact info from the Greek life office. (Not sure why you would be trying to contact sororities unless double mixers are common at your school.)
You also probably want to contact your closest national representative to make sure everything is being done in accordance with SDT national policy.
