Why did you decline the bid? It sounds like you are looking down on them via the entire "they offered bids to everyone who rushed." Isn't it possible everyone was a great PNM? Sheesh!
There is nothing you can do about your GPA now and waiting longer is probably not the best idea no matter where you go. I would suggest working on your conversation skills (always a great idea no matter how skilled you are) and making sure your outfits are very polished. If your username is any indication of where you go, none of the schools with a ram as a mascot are super competitive. However, that does not mean it will be an easy ride for you especially as a sophomore with a poor GPA. Look at finding recommendation letters.
ETA: Just noticed all the other threads. Work on recs for all chapters. Being a legacy doesn't guarantee a bid and, in some places, it may mean absolutely nothing. Look at every single chapter instead of just your legacy or the ones your friends are in. Some places having friends may mean a lot, but most places a few friends in a chapter can mean nothing in membership selection.
