I would guess that "snappy casual" is the opposite of "schlumpy casual." For example, khakis; snappy is flat front with no pockets, ironed (possibly starched) and well fitting, schlumpy is cargo with a zillion pockets and soft enough/loose enough to sleep in.
Maybe it makes it easier as far as not having to pick what to wear, but I can't IMAGINE if I would have had to wear, say, a yellow t-shirt when I was a rushee. I look like crap in it. The intent is good I guess, but feeling off your game by being forced to wear unflattering colors or cuts doesn't really help. Not to even mention the poor actives trying to differentiate women in a sea of identical t-shirts.
