There are lots of competitive schools where everyone makes quota, even the struggling chapter(s). Making quota doesn't necessarily mean your entire pledge class shows up on bid day or sticks around until initiation.
Under RFM, even the struggling chapter has to cut pnms and juniors may be the first to go in initial rounds. Also, juniors may manage to drop the struggling chapter after the first round or two then get cut hard in later rounds, being left with no options.
