I would hope so. If quota stays around 40, most chapter houses are not equipped to handle a chapter of 160ish! I would much rather another chapter be added than significantly raising total. We already have to hold Initiation at Stamp, but if our chapter was that big, we'd have to hold chapter meetings in there too!
However, PHA is kind of in a bind. Alpha Phi and Phi Sig are going to begin massive renovations on their chapter houses after this semester, so they'll have their exec boards in the AXiD house. If the renovations only take 1 year, Fall 2012 would be the earliest conceivable time for a chapter to begin colonization. In the mean time, I wonder if they'll raise total. If they do begin extension earlier, Alpha Phi and Phi Sig will not be at a disadvantage to compete with a colony, even if they don't have a house, though it might be awkward if AXiD is chosen and they're colonizing while women from other chapters are living in their house. Then again, colonies generally don't have their members move in to the house until their second year.
