I don't think that's what he meant.

The primate in this cartoon was interpreted to represent Obama because he has been the "face" of this bill for the American public. I believe the caption read "I guess they'll have find someone else to do the next bill" or whatever. That caption could easily be interpreted as referring to Obama eventhough he is not the author of the bill.
