Well decent answer. I wish you well on your quest, your best bet is to call or send letters to different organizations and see if any of them would be interested, I seriously doubt it, but strange things happen. As far as money, I'm not too sure, I only know a figure for one, $2500, among other things, but we don't establish anywhere thats not a four year university.
I personally think your best bet would be to start some other sort of organization that would accomplish what you want it to. Perhaps get with local businesses to sponsor events at the school and around town and see what you can't get done like that.
