i can definately give you some good advice considering that im a founding father of my chapter. first of you need to know if your school allows fraterniites. if yes then you are already one step closer to your goal.when picking a national fraternity you should try to find one that you can closely associate with in regards to principles and idealogy. after you find a few of these fraternities you need to find out which ones will actually want to expand to your college. eventually you should find one fraternity that fits you in the best way. this is where the hard work begins. initially you and your freinds will be considered a interest group looking to gain colony status. in this time period you should try to get as many people (good smart and fun people) to join. after a certain your national will give you colony status. the next 6 months- 1 year (maybe even more) you will have alot of work to do, such as getting your name out, doing charity and community events, interacting with other fraternities and sororities and even getting s**t from other frats who feel your invading their turf( this is common). after all of this is done you should be able to get Chartered! but remember this process is long and hard, but the rewards are amazing.

All of this has already been said. Keep in mind that he's a student at a trade school and most nationals won't expand to those types of schools.
