On a strictly pedestrian level, why would any agency give an employee access to documents related to legal action against the employee's relative?
Take the terrorism and illegal immigration out of the equation, and it's still startlingly stupid.
She probably ran a search or got a hold of someone's password in order to access that information...it's not hard once you have the correct person and/or information.
