It depends on what the fraternity's own rules say. I've heard of men terminating their membership in ABC to join XYZ but there was a lot of red tape to go through.
I'm glad the NPC unanimous agreements are in place...it makes a whole lot of things easier.

But in real answer to the OP - I knew a few guys who ended up not liking the fraternity they joined. Some of them hung out at other fraternities and that was no problem - however, our school was pretty laid back and I know at some schools it's not like that. But even so, I don't think anyone would have been down with a guy who was a member of one fraternity for 2 1/2 years quitting and trying to rush another one.
You sound burned out and like you need some time off. That's what summer is for. Just give it a few months - there might be some guys in the next pledge class you really like, or the other guys in the fraternity might have changed a little bit too.
