The SUNY schools have a mix of NPCs and regionals/locals. The locals outnumber the NPCs. What the OP talked about can go under the banner of unstructured recruitment, or whatever the "just COB up to total" structure is called. That is, they don't refer to the mixers or parties as rush parties.
I know it sounds odd to people who are used to a really structured rush, but that's just the way it is there and probably unlikely to change soon.
