To the original poster - please stop worrying about your friend's Greek life, your Greek life, and Greek life in general and start worrying about your Grammar life. Please. I know people seem to think chat-speak is acceptable everywhere, but the OP doesn't even qualify as acceptable chat-speak.

Regardless of whether the OP is asking for herself or her friend, there is no simple answer. Although technically, there might not be a rule that the Latina sorority cannot take depledged members of NPC groups, but that doesn't mean that the members of this chapter of the Latina sorority in question would offer membership to the woman. They may perceive the situation as the woman being indecisive or that they don't want to be a "second choice" to an NPC group (even though it may or may not be the case).
