Hypothetical situation:
Sniper sets up fake detonation cord in neighborhood. Average Joe Civilian comes walking down the street. Sees detonation cord, knows what it is. Doesn't want his kids anywhere near it. Picks it up, sniper shoots. Horrible mistake.
