From what I understand, most locals affiliate with one of the existing councils on campus. Either as a full or as an associate member. (Would depend on the particular council's by-laws etc.) And or there may be one umbrella group on campus that covers all social GLOs and a local only needs to belong to (under) it. The Inter-Greek Council (IGC) on amanda6035's campus seems like an example of a campus umbrella group.
