I mean, making one of your chapters appear there if they aren't "open for business" could result in PNMs getting very pissed off at them. I don't think any group wants that.
I think that's what they did last year; required all the chapters to be there at the kickoff event. It was like a bait and switch. Most were not taking new members and that caused a lot of anger among the PNMs once they found out who was participating.
