Im looking for a speaker to talk about leadership or chapter developement.

Check with your university's student affairs/governance office. They'll usually have a list of campus speakers.

Have you looked within your own organization?

With mine, we have alumni volunteers who do leadership development workshops for chapters, at no cost to them. There may be local alumni who could also do similiar things.
