I'm not exactly sure all of those are able to provide these services. Schlumberget is on the oil and gas industry. I hadn't heard of Foster Wheeler but their website is dedicated to: UPSTREAM OIL & GAS • LNG & GAS-TO-LIQUIDS • REFINING • CHEMICALS & PETROCHEMICALS • PHARMACEUTICALS, BIOTECHNOLOGY & HEALTHCARE • POWER (none seem to be naval facilities).
As for why Bechtel wasn't chosen, well I suppose it had something to do with this: "contract awarded in 2004 after a
competitive bidding process". It's also funny that you brought up Bechtel since the company was involved in quite a few scandals, just like Halliburton. Actually Bechtel and Parsons were involved in a billing scandal in the 90s. Bechtel is just as connected to DC as Halliburton.
