Inter-Greek Council formation & Helping another chapter with recruitment

Hello everyone,
I have two reasons for joining greekchat. The first of which is I'm currently forming an Inter-Greek Council on the UW-Stout campus, and I'm looking to hear your suggestions about what worked and didn't work on other campuses. The second reason is I'm looking for some ideas to help a fellow Sigma chapter. I am a Tri Sigma from the Beta Pi chapter at UW-Stout and our chapter currently found out that a near by chapter is struggling. They are in desperate need of an amazing semester of recruitment because they are currently splitting up the duties of the chapter among 9 actives. I am looking for any ideas that you may have on how we as another chapter can help them rebuild. This is the chapter that our current National President is from and it would be a shame to see them disband.
