I can't think of any national organization that keeps records of the number of minority pledges. I can think of some Sigma Chi chapters that are "majority minority" and some that don't have any minority members.

IFC is the name of the campus council. NIC is the name of the national council.
If you want to know which IFC fraternity on your campus has the most minorities, then just look at them.
The NIC fraternities with the most minorities are Alpha Phi Alpha, Kappa Alpha Psi, Phi Beta Sigma, Iota Phi Theta, Phi Iota Alpha, Lambda Theta Phi, Lambda Sigma Upsilon, Lambda Phi Epsilon, Sigma Lambda Beta, Omega Delta Phi, Nu Alpha Kappa, Iota Nu Delta, and Sigma Beta Rho.

I hope that, at least now, he doesn't pursue these. He seems to want to use process of elimination to find his place in Greek life. He needs to do a little more research if the bolded (sorry, I know it's not a word...) is what he ends up wanting.
