I suggest you march over to Adelphi Commons (The office is the building in the courtyard surrounded by the sorority housing) and ask the sorority advisor (it was Cassie when I was there but it may have changed) for more information on the new colony or get in touch with Mike Najors. They should be able to help you.
The colony is worth checking out, it will be valuable to you when you are an aluma member to have that colony building experience and collegiate experiences And if it doesn't work out then you can always try for aluma initiation with KD or another group. Let us know if you find out anything.

Update

We've FINALLY got some information about the KD recolonization! It's set for Feb 14-16, 2003, with the installation in April. I hope to see you at rush, Shine!

Not to be the big pessamist but...

EVERY sorority is going to have it's bullshit. Rushing an NPC group isn't going to be any better or worse necessarily. The reasons I joined my chapter graduated a year after. Forunately we have a pretty great pledge class come up the next year and it had bunch of "older" girls in it I could relate too and we are all wonderful friends. But I am about to graduate and I can honestly say i will keep in touch with 5 or 6 people-not everyone. Every chapter is going to have some bitch in it you cant stand and some awesome people-which are the reasons you stay. I'm not being judgmental on you-but you've been in two sororities already and neither has really worked out. You need to get really honest with yourself as to why. A friend from H.S. went through a very similar situation as you and was in aNPC, a service and a music sorority at different times. None worked out for her. It turned out that she was emotionally draining the life out of everyone around her. Because of her hard home life she was relly finding a different family in her sorority-which is good, but you gotta have other things going for you. Now that is probably not your problem-I'm just giving an example. Just my .02-if two sororites on your campus haven't worked out and two have folded since you've started school-you probbly won't enjoy joining another. Greek hopping isn't looked at favorably usually and the other groups may not be any different.

HOWEVER-you never know, so you could try rushing. Never any harm in it. Just know that as an upper classman you're probably NOT going to have all those gooshy feelings during rush an 18 year old has. You've got much sorority experience so you will look at it with different eyes. As far as feeling comfortable around them-well you are more mature now-you are going to have a harder time deciding. It never hurts to give someone a chance. And remember-the chapter will come and go. Are there alumni associations of your groups in your area. That will be the more important factor.

A new group colonizing-always good for upperclassman. And of course Beta Sigma Phi was a great idea. They are more open and accepting and still have all the rituals, socials, sisterhood stuff going on that one likes. Good Luck!
