Its on its way to becoming subscription/for dues paying members only. Over the course of a few years, those members who don't pay national dues (either via college or alum) will recieve fewer and fewer issues until they don't recieve any.
I do think Tri Delta would be more apt to put it in the magazine then else where. I really can't see them sending a notice to everyone each time a chapter goes on probation. I do think the alumnae chapter(s) involved would see a letter and the chapter certianly will (along with more visits from more representatives).
