Don't know if I am too late on this... but pone thing that will make you as a chapter stand out and remind the girls of you on campus would be to co-ordinate your t-shirts. This is something that we do at my campus before recruitment. We are required to wear certain shirts on certain days of the week. It really looks good on campu when you are all wearing the same shirt and it makes you look really big because people tend to notice large groups of people in the same outfit. It also shows unity and is sure to get noticed by the girls you are looking to get on Bid Day. It's a good way to keep Sigma on their mind. Just make sure everyone makes an effort to wear their letters with pride and take a little extra care in their appearance.
FOr now that is all I can suggest because I don't know about giving candy or whatever. Maybe if you did give cany you could write little notes for each thing you gave...like hugs to a hope ful sister (if you give hersheys hugs) and stuff like that.
Maybe you can do the same stuff just revamp it a little. If you do dorr signs for each girls take extra time to come up witha theme and creative idea for each girl. Have the artsy people draw them out and everyone else paint them.
