Kerry has said that his test for whether or not the US will respond to a threat is to ask the world what it thinks -- which I'm sure France would have a say in that since they're on the U.N. Security Council.

In every context that I've seen/heard Kerry mention that he'd use a global test he has also stated that he would never allow any other country to veto or have the power to veto the safety of the United States.

Of course many people leave that part out in order to spin the statement....
