Actually the child has some kind of medical disorder and has accidents. The dad was on the news taking about it the other night. I believe the school and the teacher knew this about the boy's condition. I forget the reasoning why the teacher sent that "present" home. I think it was to show the parents that it was getting to be an issue because the other kids were picking on him about it.
