Reagan and LXA

I think LXA, TKE and another (Acacia?) discussed forming
a "confederation" instead of a union....exactly what that
meant, I can only guess this:

The main reason for merger was that national HQs were
running out of money to run their offices. A "confederation"
might have meant that the 2 (or 3) fraternities would
remain separate, even have chapters on the same campus,
but there would be one HQ, one staff, one executive
director, one set of chapter consultants, etc for both
(all 3).

Obviously, it never got beyond the casual discussion point.
