I'm sure someone else can explain this better--Public service and community service essentially mean the same thing, but public service as a term is ususally used in conjuction with government affairs. For example, the mayor or other elected officals are considered "public servants" or the government may make a "public service" announcement or provide a "public serivce" like fire prevention, water treatment plants and the like for the "good" of the community or public. Community service is more likely done by groups or individuals in the private sector. What we do in Zeta we consider service to the community, i.e. community service and call it such.

Secondly, I am not a member of these groups, so cannot provide any information that is qualified but to say that I think Masons are men only. If your mom's friend is female, she probably is a member of Order of the Eastern Star, not PHA or SRA Mason.
