That would be my first instinct.

However, a greater purpose could be served if you turned the group in question in to their national HQ.

I've actually seen this happen at two chapters on my campus -- the HQ came and booted almost all of the actives, initiated the new members and basically rebuilt the chapter from the ground up. While now, it may not seem like it's out of hand, later, you never know, someone could get hurt or killed. Personally, I wouldn't like something like that on my conscience. These folks know they're in the wrong and choose to do it anyway. They need a wake up call and I hope you do the right thing and turn their butts in.
