First you accuse someone of being a perp - then you intimate that she didn't fully learn the laws of her organization.
As ZTAngel said, the main focus on pledging is learning how to be a good active member. They can't fit every single weird circumstance that might come up in a lifetime of sorority membership into 6 weeks.
As far as bylaws, I know the ones for my organization are in a 30 page booklet. There's no way you could know the whole thing by heart. I'm not sure if each member receives her own copy of the bylaws, but even if they do, there's often a time lag problem. I remember it took us a whole year to get our membership certificates.
It was just a simple question.
