Its waterless and its a foam that is massaged into the scalp ever so gently and with a warm wash cloth you can wet it and massage the scalp and it should help.
When I had micros, the foam didnt really help that much, but it never hurts to try.
There are also anti-itch/dandruff oils that work pretty well. Doo-Gro has one that works really well.
