Knowing that some NPHC chapters don't reveal the spec's until after they cross, her statement makes sense to me.

This may be an issue of semantics but it's the recruiting that's throwing me off. If she had said they don't know which member was assigned or chose to be their big sister/brother or special I would have followed. But the whole paragraph was just strange to me.
