I'm glad to know that you aren't letting all this mess get the best of you! Starting an alumnae chapter is really fairly simple, and dues are really inexpensive, too.
Contact Nationals online at
www.deltazeta.org and let them know that you are interested in starting an alumnae chapter in the Santa Clara area if your chapter is closed. They can tell you everything that you need to do in order to get the chapter started. (The e-mail address can be found on the website in the alumnae section towards the bottom of the page.)
