I think what happens is that while ABC might have a GPA requirement of 2.3 nationally, the local chapter might raise that to 2.5 and list that as their GPA requirement in the rush booklet. If a girl that they really love has a 2.4, they might decide to take her even though she is under their local standard -- they are allowed to do this because she is not under the national one.
If she's under the national requirement of 2.3, they can't take her no matter how much they want to.
