Can we not have NIC tell them that the university can't just magically make them a chapter at the university when the vote has already been taken in IFC? it was voted on and that result was no.

Well the chapter does not need IFC's consent to recieve a charter. It doesn't work like that, they are an organization unto themselves. Many organizations (I know Sigma Nu) require a letter from the Greek Life Advisor, IFC, etc. in order to grant a charter. You may as IFC wish to send a letter of disapproval -- or simply call their HQ and explain the situation to them.
Most fraternities would not want to give charters to groups like that. They are liabilities.
