I *THINK* that that's how things were for a while, but (I'm not too sure about this) I think IHQ changed their policy about naming chapters (I can't remember when). I remember hearing about that somewhere. I'm going to assume that this was the way for the earlier chapters until IHQ changed their naming policy according to regions.
If we went by charter date and greek alphabet order, then Leslie's chapter comes before mine, but we all know that Zeta comes after Delta.
Anyone who knows for sure about this please let us know because I'm so curious!
