Stringing is so cool, if you are still allowed (I know most organizations, including my own, consider it hazing).
Candle pass... Each little is given a special personalized candle with her name, as it goes around the circle the big blows it out (can fake them out by having someone else blow it out or pretend to).
Costume... give the new girls funny hats or socks or something, then they have to find the big with the hat that matches theirs (Can do bunny ears, tiaras, etc). Kind of boring, but cute for pictures.
Ice cream social... each new girl gets a sundae in a bowl painted by her big at one of those "Paint Your Own Pottery" places. They paint their name in the bottom, but the new girl doesn't see it until she eats it all.
Baby shower... this is so cute. Decorate a room in your house with baby shower decorations (all pink, of course, for your little girls). Serve punch and baby shower cake and play baby shower games... Each big should have wrapped a baby gift for their little (a bottle full of their favorite candy, a rattle shaped like their favorite Disney character, etc). The outside of the box just says who it is to, but when they unwrap it, it will say the name of the big sis somewhere inside (either include a note, or write "Big Sis ______, Lil' Sis _______ on the bottle with puffy paint or something. Afterward, you can give them all "birth certificates" for their scrapbooks!
