The president really doesn't have a huge impact on the economy. This war-talk isn't helping though. If we're going to war let's get it over with. Historically economies have a huge boom following wartime... That's really the only way Mr Bush could actually effect the economy. Otherwise, making it improve and such is just something that the market SHOULD take care of itself.
