I go to school in Rhode Island, and our Rush is in late January/early February. When I was both a rusher and a rushee, we had really bad snowstorms (well, bad by a native Floridian's standards) during Rush. It's not impossible to look good during the winter. Our Panhellenic didn't state any rules about how to dress, and the sisters will understand that you're wearing gloves. I especially remember wearing black pants and cute ski sweaters, and I did end up wearing a sleeveless dress for Pref, but it should all work out.
