I have heard from other chapters that required a certain amount of study hours per month. That way its really flexible to them as to when they can do it. That works well especially at the beginning of the semester when there is not as much work to be done. However, all of these hours had to be done at the house but if you don't have a house you can designate a certain spot in the library and have someone volunteer maybe two hours to watch the sign in. WOrked for that chapter but all chapters are different so it might not work as well for others.
Also, if you miss a certain amount of study hours you should be fined I guess. Someone earlier had said something about community service could make up for the fine which helps out those who are financially tight. Maybe if they miss a lot of hours consecutively, they should not be allowed to come to one big social event, like a date party/crush party/ mixer. Thats taking it to an extreme but if worse comes to worse it might get the point across.
