One reason to send in a photograph is to make it easier for the sorority members to get to know the faces of the girls more quickly. In a large school with a big Rush, after sometimes meeting 2,000 girls in the first round, it helps to have pictures so you can go back through and say "Yeah I remember her, we clicked." It's very difficult to remember all of the names, so having photographs to match to faces can be a big help.
