If a campus using RFM does its bid matching by hand, NPC policy states that each NPC chapter on campus has to create an "A" list of its top candidates in alphabetical order; the RFM consultant advises how many women each chapter needs to put on its A list (minimally, the A list should include at least the same number of women as quota). All other candidates who attended pref are entered on a "B" list in rank order.
Granted, you aren't likely to see hand bid matching done at larger campuses where the number of pnm's is in the hundreds, but my alma mater still matches bids by hand, and the chapters there must submit two lists.

If a group "requires" legacies to be on the "first bid list" they would be at the top of the computer matching list.

I believe the university in this case is a very large state school that would NOT be hand matching. That is why I answered the way I did @Forrest Gump.

I figured as much! Mostly schools that have fewer NPC chapters and/or fewer pnm's/lower quotas still do hand matching.

Many fewer...I live near 5 campuses that have about 6 chapters each - and they all do computerized recruitment..

Out of all the small bumble EF schools out in the middle of PA, there isn't one that doesn't use computer bid matching. it's pretty rare nowadays.

I’m only aware of one school that uses hand matching right now. They only have 2 chapters on campus and even moving to a bid matching formally and quota/ total was an awesome huge jump for them a few years ago.
