She had to be on sorority A's bid list to be invited to preference, however she could be anywhere on the list. There isn't a first list, second list, etc. It's one list ranked top to bottom.

If a campus using RFM does its bid matching by hand, NPC policy states that each NPC chapter on campus has to create an "A" list of its top candidates in alphabetical order; the RFM consultant advises how many women each chapter needs to put on its A list (minimally, the A list should include at least the same number of women as quota). All other candidates who attended pref are entered on a "B" list in rank order.

Granted, you aren't likely to see hand bid matching done at larger campuses where the number of pnm's is in the hundreds, but my alma mater still matches bids by hand, and the chapters there must submit two lists.
