This is not accurate. Chapters have no way of knowing who has SIPed and who has not when they submit their lists for bid matching.
What a SIP will do is prevent a PNM from being a quota addition for any chapter which could prevent a PNM from receiving a bid from one of the chapters on her preference list.
A PNM should only SIP if she would absolutely refuse a bid from the other chapters she preffed - and frankly only if she would rather NOT be Greek at all than accept a bid from one of those chapters.
