Thanks everyone! I have a friend whose daughter SIPed and did not match with that chapter. Of course said daughter is very upset and now wants to know what her options are.
I think COB is her only option left for this year. Any chapter at total will not be doing COB. Even if a chapter is below total, they might not want to do COB. Very sad....
