I believe that the rule is that once one has been initiated into an organization in one of the interfraternal/panhellenic conferences (NIC, NPC, NPHC), one cannot initiate into another such organization. This is true regardless of the circumstances - transfer, deactivation, expulsion do not matter. The question is whether one has been initiated.

Someone asked about leaving an NPC org and joining a NPHC org, or vice versa. I haven't seen an answer to that - it may not have come up yet.

The consensus seems to be that membership in locals is irrelevant under the interfraternal rules, so moving from a local to a national org or vice versa is not prohibited (though an org may choose not to admit a member who has joined any other F/S under the circumstances).

But then, I'm no authority on these matters - I'm just summing up what I've seen here. I may be wrong.
